Managing Board

Efimija Dimovska

CHIEF EXECUTIVE OFFICER

Efimija Dimovska, PhD, was born in 1975 in Berovo. She obtained her undergraduate degree from the Faculty of Economics at Ss. Cyril and Methodius University in Skopje, Department of Business Economics. She continued her education in the United States at the University of Kentucky, where she completed a one-year specialist program in Economic Development and Business Administration in 2003 and earned a Master’s degree from the University of Pittsburgh in Public Policy and Management in 2006. In 2013, she was awarded a PhD by the Faculty of Economics at Ss. Cyril and Methodius University in Skopje in the field of Finance, with a particular research focus on access to finance for small and medium-sized enterprises. She has built her 27-year professional career in responsible and managerial positions within the Ministry of Finance, the Development Bank, the energy sector, and higher education. For more than 18 years, she has been actively engaged in development banking, the financial sector, and international projects. 

She possesses significant experience in financial planning, budgeting, control, and corporate governance, acquired through work in the corporate sector and participation in supervisory and evaluation processes. She actively participates as a national and international expert in projects of the European Commission and United Nations agencies, which represents added value for a strategic understanding of economic and development policies.

On 31 December 2025, she was appointed as a member of the Supervisory Board of the Development Bank of North Macedonia AD Skopje. Starting from 24 February 2026, she was appointed as Acting Chief Executive Officer and member of the Managing Board of Development Bank of North Macedonia AD Skopje, while on 24 April 2026 she was appointed as member of the Managing Board and CEO of Development Bank of North Macedonia.

Besim Nebiu

CHIEF OPERATING OFFICER

Besim Nebiu holds a degree in Financial Management from the Faculty of Economics at Ss. Cyril and Methodius University in Skopje and a Master’s degree in International Economics from the university’s Institute of Economics. He further expanded his academic and professional expertise through an international program in European Studies in Brussels, organized in cooperation with KU Leuven and the Belgian-Italian Chamber of Commerce. His professional development also includes specialized training in Climate and Sustainable Energy Finance at the Frankfurt School of Finance & Management, as well as an executive leadership development program at the Center for Creative Leadership in the United States, with a focus on strategic thinking, change management, and organizational effectiveness.
With a professional career spanning more than three decades, he has built extensive expertise in international development, institutional capacity building, and the management of complex regional programs. He has spent sixteen years working with international organizations outside North Macedonia, while his broader professional experience encompasses the country and the wider Balkan region. 

Throughout his career, he has led multilateral and regional initiatives across multiple countries, managed diverse and geographically distributed teams, and developed strategic partnerships involving public institutions, financial organizations, international development partners, and civil society actors.
Prior to joining the Development Bank of North Macedonia, he served as Director of Regional Operations and Programs for Central and Eastern Europe and the Commonwealth of Independent States (CIS) at Habitat for Humanity International, based in Bratislava. In this capacity, he was responsible for shaping regional strategies, overseeing program portfolios, and leading teams and initiatives across several countries. His leadership approach focused on translating development objectives into financially sustainable, operationally effective, and scalable solutions with long-term impact.
During his career, he has managed substantial regional portfolios supported by the European Union and USAID, contributing to the design and implementation of financial models and instruments supporting housing investments, energy efficiency, affordable housing solutions, and improved living conditions. His expertise includes the establishment of revolving funds, development of innovative financing mechanisms, and creation of partnerships aimed at mobilizing public and private capital. He has worked extensively with governments, municipalities, commercial banks, microfinance institutions, and leading European and international development finance institutions.
He also brings significant experience in corporate and institutional governance, acquired through his membership in and chairmanship of governing bodies of organizations in North Macedonia, Poland, Romania, Hungary, and Kosovo. In these roles, he has contributed to strategic decision-making, organizational development, financial and operational oversight, risk management, and performance monitoring.
Since July 2026, he has served as a Member of the Management Board and Chief Operating Officer of the Development Bank of North Macedonia JSC Skopje.

Supervisory Board

Andriana Matlioska

PRESIDENT

Andriana Matlioska, PhD, is State Secretary at the Ministry of Finance of the Republic of North Macedonia, with over a decade of professional experience in the field of public finance, banking, regulatory compliance, and corporate governance.

She began her professional career at the Ministry of Finance in early 2015, where she held several key positions related to coordinating processes in the financial sector, monitoring the financial operations of public enterprises, commercial companies, and agencies, as well as budgetary processes and policy-making. During the period 2021 - 2024, she acted as Chief Compliance Officer and was simultaneously responsible for performing the functions of Data Protection Officer and FATCA Responsible Officer at one of the commercial banks in the country, where she was in charge of regulatory compliance, non-compliance risk management, and implementation of international financial standards. In 2024, she returned to the Ministry of Finance as Special Advisor to the Minister and was soon appointed State Secretary. 

Matlioska holds a PhD in Law with a specialization in business and labor law, a Master’s degree in Business Law, and a Specialist Certificate in Corporate Governance and Compliance, in line with the European Quality Assurance in Vocational Education and Training.

She is an active member of multiple national commissions and committees in the field of financial system and stability, anti-money laundering, public finance management, and anti-corruption. She has also participated in numerous international conferences and forums organized by the World Bank, IMF, OECD, and the European Union, contributing to the strengthening of financial governance and international cooperation.

By combining academic expertise with extensive practical experience in the financial sector, Andriana Matlioska, PhD, plays a major role in ensuring transparency and accountability while promoting sustainable financial development in the Republic of North Macedonia.

As of October 31, 2025, she has been performing the function of the President of the Supervisory Board of the Development Bank of North Macedonia AD Skopje.

Hristina Kelemen

MEMBER

Hristina Kelemen graduated from the Faculty of Economics at the Ss. Cyril and Methodius University in Skopje, where she also completed her postgraduate studies at the Institute of Economics. She began her professional career in 2002 in the private sector, and in 2008, she continued at the Prime Minister’s Office, working on economic policies as a State Advisor for Economic Affairs. As an executive member of the Board of Directors of AD Tutunski kombinat Prilep, she actively participated in corporate governance, strategic planning, and the implementation of development projects. At the same time, she held the position of Acting President of the Council for Advancement and Oversight of the Audit. Currently, she works as Advisor for financial issues at the Prime Minister’s Office.

As of October 14, 2025, she is a member of the Supervisory Board of the Development Bank of North Macedonia AD Skopje.

Tanja Mihajlovska Dimitrievska

MEMBER

Tanja Mihajlovska Dimitrievska was born in 1981 in Skopje. After graduating from the Faculty of Economics at Ss. Cyril and Methodius University in Skopje, at the Department of Financial Management, she began her professional career at Ernst & Young – Skopje in the external audit department for banks and insurance companies. Since 2005, she has worked at ProCredit Bank, where she has served as Director of Internal Audit. For the past 10 years (from 2015 to present), she has been working as an expert and Global Director of Internal Audit at investment banks in London, United Kingdom, leading global teams and conducting audits in fields such as strategic change and transformation, corporate lending, private banking, and corporate culture. She is a Chartered Internal Auditor certified by the Institute of Internal Auditors in the United Kingdom (IIA UK, 2023) and holds a Board Readiness Programme certification (2025). Additionally, she is actively engaged as a leader/ambassador with Women on Boards Adria, a member of the European Women on Boards, and a former founder and board member of the Institute of Internal Auditors in North Macedonia.

Aleksandar Gjorgjievski

Arif Musa

MEMBER

Arif Musa was born in 1961 in the village of Lipkovica, Tetovo. He graduated from the Faculty of Economics at the University of Pristina in 1988. Following the completion of his studies, he built a distinguished career in the private sector, working as an accountant and financial specialist until his retirement. In 1996, he was appointed by the Tetovo Municipal Council as a member of the Board for the Oversight of Material and Financial Operations of the Public Enterprise "Tetovo," serving in this capacity until March 1998. From November 1998 to 2022, he was a member of the Board for the Oversight of Material and Financial Operations of the Media Information Agency (MIA). He was elected as a councilor of the Municipality of Tetovo in both the 1998 early local elections and the 2000 regular local elections. During his tenure, which lasted until 2005, he chaired the Finance and Budget Commission. In January 2007, he was elected by the Assembly of the Republic of North Macedonia as a member of the State Commission for Prevention of Corruption, serving a four-year term until April 2011.

Since 15 June 2026, he has served as a member of the Supervisory Board of the Development Bank of North Macedonia JSC Skopje.
