Objective of the portfolio guarantee:

Support of micro, small and medium trading enterprises in Republic of North Macedonia for easy access to finance necessary for their functioning at times of economic and health crisis.


Purpose:

To support private sector through commercial banks and savings houses by securing the part of the collateral for the extended loans.


Sources of funds

Portfolio guarantees are part of the Guarantee Fund established with funds from the Budget of the Republic of North Macedonia, in the amount of EUR 15 million.


Final beneficiaries of the portfolio guarantee:

Banks and savings houses which hold licences for founding and operating, issued by the Governor of the NBRNM.


Terms and conditions of the portfolio guarantee:


Conditions to be met by a company applying for a loan secured by a portfolio guarantee
  • micro, small and medium trading enterprise,
  • based in Republic of North Macedonia, - at least 51% privately owned,
  • classified in A or B risk category or to have no liabilities to banks in accordance with the data from the credit registry of the National Bank of Republic of North Macedonia,
  • not to have a core business activity in the current status such as leasing, financial services, games of chance and production of tobacco, drugs and other narcotics, production and distribution of weapons or military equipment and real estate trade.
Conditions referred to the loan whose amount repayment is secured by the portfolio guarantee
  • the minimum loan amount guaranteed to be Denar 300.000, while the maximum loan amount guaranteed can not exceed the amount of Denar 30.750.000.
  • the minimum loan repayment period should be 1 year, the maximum repayment period should be 8 years for fixed assets loan with possibility for grace period up to 1 year and 3 years for working capital loan with the possibility of including a grace period of up to 1 year,
  • the loan should not be intended for purchase of fixed assets and working capital for projects that: are intended for production and distribution of weapons and military equipment, are intended for production of tobacco and tobacco products, drugs and other narcotics, include experiments on live animals, pollute the environment and nature, are associated with real estate trading, are related to gambling and financial activities,
  • the loan should have a precisely determined repayment dynamics in accordance with loan repayment plan,
  • the loan should not be intended for repayment of receivables to banks and savings houses, financial companies and financial leasing companies,
  • the loan must be financed by the bank's or savings house's capital or with funds acquired on a market basis, - the loan must not be financed by subsidized loans obtained from state sources, international agencies or non-profit institutions and
  • the loan must not be approved for the restructuring of the bank's existing receivables, repayment of existing loans and repurchase of existing loan.
Miscellaneous
  • the bank or savings house may not approve an exposure greater than 25% of the exposure limit approved by the bank or savings house on the basis of a guarantee from the Guarantee Fund to the same trading company and related parties.
Maximum % of guarantee by portfolio guarantee
  • up to 80% of loans classified in A risk category for working capital,
  • up to 50% of loans classified in A risk category for fixed assets, and
  • up to 35% of loans classified in B risk category for fixed or working capital.

  The total absolute amount to be paid from the guarantee fund may not exceed  30% of the guaranteed portfolio by bank or savings house.
